Carentan is a marina attached to the Cherbourg PAF zone. It is listed as a “port de plaisance rattaché”: It is not a full international entry point by itself. But it is legally connected to Cherbourg Border Police for immigration checks when required. Meaning for boaters: If arriving from outside Schengen or a non-EU boat, you may need to report to Cherbourg PAF depending on your voyage plan. For EU/Schengen internal movements, no formalities are normally required, but customs can still check vessels anywhere.
